NAME: The Free City of Perona.
KINGDOM AT A GLANCE: A city located at the delta of multiple rivers and edging at the Southern Sea. Ruled by a council of Merchant Princes and known for not having any standing army. Instead its safety is guaranteed by the tens of dozens of mercenary outfits that hails it as their home and protectorate.
SIZE AND LOCATION: Medium. Perona has expanded its influence across the surrounding countryside and the coast.
WEALTH: High. Perona earns most of its wealth by the way of commerce and trade, but since the fall of the Empire it can no longer count on the Imperial authority to protect its routes and rights.
STABILITY: Medium. There's a distinct and tender balance between the Mercencary Captains and the Merchant Princes of Perona. Not all mercenary groups are as disciplined as the other, yet, they possess a certain freedom that can be difficult to rein in. Sometimes this can lead to issues and a vying of power between the Grand Council and the mercenaries.

DANGER TO TRAVELERS: Medium
FREEDOM AND OPPRESSION: Meritocracy, but little support for the common folk. If they can claw themselves out of poverty, very good, if not... not a problem at all.
MILITARY FOCUS: Mercenary Outfits. Perona does not maintain a standing army and instead relies on the various mercenary groups for its protection. Some are professional outfits numbering in the thousands, others are smaller and more specialized in their focus. Whichever is the case, the city always has the right tool for the case.
COMMON SPECIES: Perona is a multicultural city, where race matters less than overall business acumen and connections to the well-established groups of the city. If you work hard, you are looked upon favorably, which is why Perona is one of the few cities where there is a thriving goblin enclave. Surprisingly enough the Goblins are quite industrial and resilient, when they are given the chance.
