NAME: Pakellan, the Broken Throne
KINGDOM AT A GLANCE: Pakellan is the massive ruin of the Mapheri Empire’s capital. A distant cousin of the last true Emperor rules an ever-shifting part of the ruin’s surviving enclaves.
SIZE AND LOCATION: Small population, medium area; central to the continent of Ardell.
WEALTH: Low. Pakellan has been thoroughly looted in the decade since its destruction. A few brave scavengers do a brisk business exploring collapsed manors and the wreck of the Imperial Palace.
STABILITY: Low. The current ‘Emperor’ has been in power for only a couple of years, and various coups and uprisings have plagued Pakellan for most of the last decade.
DANGER TO TRAVELERS: High. The old roads are still good, but ambushes wait around every corner, and most of the wells have gone foul. Shelter can be found here and there, at risk and for a steep price.
FORM OF GOVERNMENT: The current Emperor is a simple despot who rules via a shifting array of bandit leaders and dubious counselors.
FREEDOM AND OPPRESSION: The current Emperor keeps order over his holdings with bands of thugs. ‘Taxes’ in excess of fifty percent are randomly exacted on anything shiny.
COMMON SPECIES: Pakellan was once the most cosmopolitan place on the continent, and a few beings of any given species can still be found there. Most of Pakellan’s current population is human, orc, goblin, and dwarf, with a few grungy elves for good measure. Other species may have small, fortified enclaves that keep to themselves and pay tribute to the Emperor.
MILITARY FOCUS: Woe betide anyone who tries to cross the Emperor of Pakellan on home turf. Street toughs, urban warfare, traps, tricks, mouseholes and filthy poisons.
TECHNOLOGY: Post-apocalyptic, formerly Early Renaissance.
PLAYER CONTROLLED: No. Anyone can take a swing at gaining influence in Pakellan.
